If there is a player transaction in which a new rule needs to be put into the constitution or an existing rule needs modified, the transaction that caused the new or modified rule will be subject to the new or modified rule.
All rule changes will be talked about with existing league members but final decision will be made by Commish and Vice-Commish unless it states in the poll that majority vote will win.
