Each GM will be allowed to use one franchise tag a year. If a GM decides to franchise a player, they will have the following options:
2 Year Tag at 16M annually
3 Year Tag at 14M annually
Franchise tag will give a player a salary of 14M or 16M annually or 110% the AAS of the previous contract, whichever is higher. Managers will be allowed to move a maximum of 10% of the AAS to defer or push forward salary.
Starting in off-season 2018, if you give a 2 year franchise tag, it will be 115% of the AAS of the previous contract if above 16M annually.
Each GM will be allowed to use 2 RFA tags a year. When this happens, the players goes into FA bidding. When the bidding is over, the GM who put the RFA tag on the player has the option to pick up that AAS for the player, or let him go. They will have a 24 hour window to post whether they match the contract or let the player go.
You are not allowed to carry-over any franchise or RFA tags. You can only have 1 franchise and 2 RFA tags each year.
Players that you tag, can not be tagged again once their contract is up. Meaning, if you franchise tag a player, you will not be allowed to RFA tag him in 3 years. A player must go through free agency untagged before they can be tagged again. If a player is traded, the tag follows the player and must go untagged in free agency before they can be tagged again.
RFA Tag Compensation:
Teams will be given sandwich picks for players that they restricted tagged but did not match the offer during free agency. This picks will be given for the following minor league draft. So the picks given in the 2017 off-season will be for the minor league draft following the 2018 season. These picks will be sandwich pick, so if you are awarded a 1st round compensatory pick, it will be after round 1 and before round 2. The compensatory pick order will be based on the prior year standings. So the picks for 2018 will be based on the 2017 season. Picks will be awarded based off the AAS the player gets in free agency. See table below.
13,050,000+ = 1st Round Pick
9,050,000-13,000,000 = 2nd Round Pick
5,050,000-9,000,000 = 3rd Round Pick
2,050,000-5,000,000 = 4th Round Pick
500,000-2,000,000 = 5th Round Pick
